How smart can government be? Discussing the barriers of smart government adoption

Smart information technologies are currently finding their way to government. As the range of available objective information technology increases, the gap to practically enacted technology widens. In order to benefit from the full potential smart government could deliver, public managers need to know the barriers that prevent objective technologies to be enacted. This study analyzes these barriers based on 35 interviews with Swiss practitioners with different roles: public managers, ICT specialists, consultants, etc. We find that there are two levels of barriers: (1) basic requirements and (2) higher-order requirements. We distinguish between organizational and institutional barriers that need to be addressed in different ways. While organizational barriers can be addressed by public managers directly, institutional barriers are subject to political initiatives.
