Abstract
The chapter examines the Swiss choice of an integrative model of constitutional amendment codification in the context of Swiss constitutional history. It considers the effects of creating a new power rather than simply constitutionalizing an existing one and it traces how the culture of textual amendment evolved in interaction between ideas about formal amendment rules and practical political life. It analyzes the way in which amendment and codification culture have been influenced by a surprising turn towards popular constitutionalism in the second half of the 19th century with constitutional text inserted by means of the popular initiative – a process that has deeply shaped Swiss constitutional culture.
