    Economic impact of labor productivity losses induced by heat stress: an agent-based macroeconomic approach

    Against the backdrop of rising temperatures, this paper analyzes how prolonged heat affects labor productivity and the corresponding macroeconomic outcomes, using Austria as a case study. While previous research primarily focused on specific industries or used industry aggregates, this study also considers inter-industrial economic connections. We assess the macroeconomic effects of an increase in seasonal heat stress triggered by climate change with an emphasis on (1) industry-specific work intensity and (2) the vulnerability to heat-induced impairments resulting in an industry-specific loss of labor productivity. To account for indirect and non-linear economic relationships, we apply an agent-based model of the Austrian economy, which translates heat-induced productivity losses into economy-wide effects via shocks to industry-related input-output structures on the level of economic agents. The findings highlight how in the scenario with the highest temperature increase, the largest average loss in real GDP amounts to 0.7% in the third year compared to the baseline scenario. The largest aggregate effect is found for investments in dwellings. In line with existing literature, industries most affected directly are those that perform intense work in the sun, such as agriculture and construction. Our methodological approach, model, and the corresponding EU data sources can serve as a blueprint for further comparative research.

    How CIs can Tackle Future Pandemics. A Multi-Domain Approach to Improve CI Resilience

    In this paper, we present an integrated approach that combines data and information sources from different domains to better capture the potential effects of a pandemic and to improve preparedness of critical infrastructures and decision makers in the future. This approach not only takes epidemiological data on a pathogen into account but also allows to simulate the cascading effects of the pandemic itself as well as the mitigation measures might have on the operation of CIs from various domains and, consequently, on the well-being of the society. Additionally, these effects can influence the operational capacity and economic well-being of CIs. Hence, the approach also projects the possible economic effects, i.e., monetary costs, a future pandemic might impose on society, including wide-ranging counter measures such as school closures or lock-downs.

    Albatross, Colibri or Eagle? How National Differences in Policy Implementation Shape the Potential of Renewable Energy Communities

    Overview Renewable energy communities (RECs) enable to share renewable energy directly among a group of consumers, producers, prosumers, and storage systems. Despite the framework set by the Renewable Energy Directive REDII (Directive (EU) 2018/2001, 2018) and the Electricity Market Directive EMD (Directive (EU) 2019/944, 2024), European states differ considerably in how they adopt and implement RECs. We need to understand those differences and their origins so that scholars and policymakers can draw lessons from cross-country comparisons. Researchers have identified diverse REC concepts (Dudka et al., 2023) and the varying development across Europe (Inês et al., 2020; Neij et al., 2025). Yet, the mechanisms driving country-specific implementation choices remain insufficiently understood. This paper asks: Why do national legislation and political perspectives on RECs differ between countries operating under similar regulatory frameworks? Using a qualitative inductive approach, we analyse documents of the legislative process involving stakeholders and interest groups in Austria, Germany, and Switzerland. These countries share a comparable economic and regulatory context, with Switzerland also being subjected and influenced by EU-level policy and markets. Still, the countries diverge in their progress of REC implementation. At one end of the spectrum, we find Austrian legislators advocating RECs, stimulating participatory projects, and thus advancing social acceptance. At the other end, German legislation emphasises potential pain points due to RECs’ complexity and potential for litigation. We conclude between-country differences to be rooted in a country-specific mix of justification applied by stakeholders and the interested public. Our work thus advances the understanding of how diverse REC policies and perceptions are shaped and how they influence the potential of RECs.
