Description
The observation that policy-making in multi-level systems often requires the involvement of a variety of actors at the different phases of the policy process has attracted much scholarly attention. One of the most interesting findings in this realm is that joint decision-making tends to be trapped. The European Union with its distinguished multi-level and multi-arena institutional set-up seems particularly prone to this dilemma of joint decision-making and is frequently plagued by blockages and policy failure. The joint-decision trap, its negative effects, and its "exits," are subject to numerous studies. So far, however, there is no systematic analysis of these phenomena across policy-fields. In filling exactly this gap, the project aims to make a significant contribution to contemporary research on European integration.
