Abstract
Cross-organizational collaboration is about to gain significant momentum and facilitates the emergence of a globally networked service economy. However, the organization and implementation of business relationships which span across company boundaries still shows considerable weaknesses with respect to productivity, flexibility and quality. New concepts are therefore required to facilitate a comprehensive industrialization by improving the formalization, standardization and automation of related concepts and methodologies. In this work, we briefly elaborate on a specific case of governmental administration in Switzerland, which represents a cross-organizational service industry with significant potential for performance enhancement. We present a reference architecture for service-oriented business media which allow the different involved stakeholders to organize and implement cross-company collaboration as efficiently as possible. By applying this reference architecture to the case of public administration, we show that "Lean" service consumption and provision between organizations can be realized: Similar to the manufacturing context, the seven major kinds of "waste" (defects, overproduction, excessive inventory, transportation, waiting, motion, over-processing) are reduced.
