Abstract
Purpose of the paper:
The paper addresses the broad range of governance issues connected with (ecological) land use planning and starting from this emphasizesw the twofold quality of spatial development concepts.
Design / Methodology / Approach:
Theoretical inputs from different fields of science are combined with a case study on working out a spatial development concept for the Austrian region Walgau (action research approach).
Findings:
The region Walgau has experienced a massive change over the past 50 years and doubled its population between 1951 and 2010. The small-scale structured settlement generates bottlenecks for example in infrastructure, administrative power, and land use patterns. The necessity for and steps towards a regional spatial development concept has been described in a previous paper presented to the research network.
The actual paper also refers to the case study of the region Walgau in Austria. It adds the conceptual framework of the spatial development concepts and emphasizes their twofold quality and the implications for regional governance structures..
Practical implications:
From the analysis the paper draws some conclusions on the specific quality of regional development concepts and sketches additional needs for action within the region Walgau.
Originality / value:
Using Christmanns (2010) approach of ‘proto- governance'
