Translating Institutional change : Analyzing the Local Implementation Process of Family Farmer Procurement for the Brazilian School Feeding Program

This thesis concerns the study of how organizational actors adopt institutional change. The Scandinavian institutionalism literature has proposed a processual approach of translation for studying how organizational actors enact field-level ideas locally. So far, scholars have focused on the transformation of field-level ideas in the process of local enactment. Less attention had been paid to underlying social processes, that is, how actors interpret the idea and mobilize existing value systems to influence the local translation process. This study aims at addressing this gap in the literature. For studying the local translation process, the Brazilian School Feeding Program was selected. This policy had experienced a comprehensive reform in 2009 and proposed an innovative approach to increase food security - creating local food systems by integrating family farmers as suppliers. Specifically, the research analyzes the implementation of novel legislation, which obliges municipal administrations to allocate a quota of federal endowments specifically for procurement from family farmers. Following an interpretive-qualitative case study approach based on four municipalities in the state of São Paulo, an exploratory model for the local translation process will be developed. The concept of rationalities of local communities of meaning will be integrated into the model to conceptualize local value systems. The findings propose to conceptualize the local translation as a process of five phases comprising activities of understanding, mobilizing, adapting, implementing, institutionalizing. The unfolding of this translation process is guided and mediated by mobilized actor rationalities. The study contributes to theory by proposing a processual model for the local translation process that considers both the transformation of the idea and the underlying social processes.

Dies vorliegende Dissertation untersucht, wie Organisationen institutionelle Veränderungen annehmen. Von Proponenten skandinavischen Institutionalismus wurde ein prozessualer Übersetzungsansatz vorgeschlagen, um zu untersuchen, wie organisatorische Akteure Ideen auf Feldebene lokal umsetzen. Bisher haben sich Wissenschaftler auf die Transformation von Ideen und Praktiken im Prozess der lokalen Umsetzung konzentriert. Der Frage, wie die Akteure die Idee interpretieren und bestehende Wertesysteme mobilisieren, um den lokalen Übersetzungsprozess zu beeinflussen, wurde bisher wenig Aufmerksamkeit geschenkt. Diese Studie zielt darauf ab, diese Lücke in der Literatur zu schließen. Als empirischer Kontext zur Analyse von lokalen Übersetzungsprozessen wurde das brasilianische Schulernährungsprogramm ausgewählt. Diese Politik hatte 2009 eine umfassende Reform erfahren und einen innovativen Ansatz zur Erhöhung der Ernährungssicherheit vorgeschlagen - die Schaffung lokaler Lebensmittelsysteme durch Integration von kleinen, landwirtschaftlichen Familienbetrieben als Lieferanten. Im Einzelnen analysiert die Studie die Umsetzung einer neuartigen Gesetzgebung, welche die Kommunalverwaltungen verpflichtet, eine Quote von Bundesmitteln speziell für die Beschaffung von Produkten von Kleinbauern bereitzustellen. Aufbauend auf einem interpretativ-qualitativen Fallstudienansatz, der auf vier Gemeinden im Bundesstaat São Paulo basiert, wird ein Modell für den lokalen Übersetzungsprozess entwickelt. Zur Konzeption lokaler Wertesysteme wird das Konzept der Rationalitäten lokaler Sinngemeinschaften in das Modell integriert. Das vorgeschlagene Modell konzipiert die lokale Übersetzung als einen Prozess in fünf Phasen, welcher Aktivitäten zum Verstehen, Mobilisieren, Anpassen, Implementieren und Institutionalisieren umfasst. Der Übersetzungsprozess wird dabei von mobilisierten Akteursrationalitäten geleitet und moderiert. Die Studie trägt zur Theorie bei, indem sie ein Prozessmodell für den lokalen Übersetzungsprozess vorschlägt, welches sowohl die Transformation der Idee als auch die zugrunde liegenden sozialen Prozesse berücksichtigt.
