    Fast because it's just: fostering acceptance to accelerate sustainability transitions in coal-dependent regions

    Coal-dependent communities and regions are at the frontline of the global energy transition, with net-zero scenarios requiring unprecedented sharp decreases in coal use and production in the next few decades. Rapid decarbonization in these 'coal-dependent' regions can result in high disruptiveness and trigger socio-political resistance across both the acceleration of coal phase-outs (decline) and clean energy phase-ins (diffusion). Lack of social acceptance (SA) stands as a critical bottleneck risking slowing down the pace of the transition. Governance strategies seeking the acceleration of coal transitions will therefore need to strike a delicate balance between disruptiveness and acceptance. We argue that fostering acceptance, for instance through just transition (JT) policies, does not simply serve as a means to pursue 'just' transition processes, but rather as a fundamental acceleration strategy for decline and diffusion dynamics that unfold simultaneously. To substantiate this argument, we conduct a narrative review cutting across the literature on JTs and SA of renewables' innovations, and reinterpret them using a socio-technical (sustainability) transition perspective to outline three core propositions: (i) justice perceptions underlie acceptance; (ii) acceptance precedes reorientation; (iii) reorientation as a transition acceleration strategy. We then outline an integrative research agenda to renew the scientific focus towards the interconnections between justice-acceptance-acceleration in the ongoing transitions in coal-dependent regions and elsewhere.

    Acceptance dynamics of innovation diffusion: A heuristic framework for analysing actor reorientations in sustainability transitions

    The accelerated decarbonisation of energy systems entails a drastic increase in the diffusion rate of renewable energies. The adoption of ambitious policy mixes to this end faces a number of key challenges related to the resistance of multiple actors against the disruptive changes that such an acceleration entail. Policy-driven innovation diffusion efforts will thus require the sustained support and commitment from numerous stakeholders holding conflicting positions over disruptive processes of renewables' innovation diffusion. Yet despite its multistakeholder and processual character, empirical analyses on the social acceptance of renewables' innovation remain skewed towards static examinations of one specific actor group anchored in one particular point in time and location, omitting the interrelations across acceptance dimensions inherent in multistakeholder processes of innovation diffusion. To address these shortcomings, this paper introduces a novel heuristic framework on the acceptance dynamics of innovation diffusion processes as a key element to guide the examination of actor inertia and reorientation dynamicsdepth, breadth, speed and directionalityover the diffusion of environmental innovations. Based on suggested framework applications, the paper outlines several implications for future research cutting across social acceptance and actor reorientations within sustainable energy transitions.

    Preferences of homeowners for heat-pump leasing: Evidence from a choice experiment in France, Germany, and Switzerland Author links open overlay panel
    While heat pumps are a promising solution for decarbonizing residential buildings, financial barriers often hinder their diffusion. Asset leasingwhereby service providers lease equipment and provide services in exchange for monthly paymentscould help overcome some of the barriers to adoption. This study investigates homeowners' preferences for heat-pump leasing, examines their inclination to lease or purchase, and quantifies their willingness to pay for different services. Empirical insights are drawn from a discrete choice experiment conducted with 915 single-family house owners who undertook 9150 hypothetical leasing decisions in France, Germany, and Switzerland. Survey results show an interest in flexible, all-inclusive leasing offerings, especially in markets where heat pumps are at an early stage of diffusion. However, preferences for asset leasing differ between countries. German house owners are the most open to leasing and would on average be willing to pay up to three times more than their French counterparts to shield themselves against technical risk. Given the role asset leasing could play in decarbonizing residential heat and enhancing energy security, policy makers may wish to adapt policy incentives to account for these service-based offerings.

    Human impacts and their interactions in the Baltic Sea region

    Coastal environments, in particular heavily populatedsemi-enclosed marginal seas and coasts like the Baltic Sea region, arestrongly affected by human activities. A multitude of human impacts,including climate change, affect the different compartments of theenvironment, and these effects interact with each other. As part of theBaltic Earth Assessment Reports (BEAR), we present an inventory anddiscussion of different human-induced factors and processes affecting theenvironment of the Baltic Sea region, and their interrelations. Some arenaturally occurring and modified by human activities (i.e. climate change,coastal processes, hypoxia, acidification, submarine groundwater discharges,marine ecosystems, non-indigenous species, land use and land cover), someare completely human-induced (i.e. agriculture, aquaculture, fisheries,river regulations, offshore wind farms, shipping, chemical contamination,dumped warfare agents, marine litter and microplastics, tourism, and coastalmanagement), and they are all interrelated to different degrees. We presenta general description and analysis of the state of knowledge on theseinterrelations. Our main insight is that climate change has an overarching,integrating impact on all of the other factors and can be interpreted as abackground effect, which has different implications for the other factors.Impacts on the environment and the human sphere can be roughly allocated toanthropogenic drivers such as food production, energy production, transport,industry and economy. The findings from this inventory of availableinformation and analysis of the different factors and their interactions inthe Baltic Sea region can largely be transferred to other comparablemarginal and coastal seas in the world.

    Analysing the potential of citizen-financed community renewable energy to drive Europe's low-carbon energy transition

    In 2018, the real amount invested in the European Union's energy transition fell short of the funding level required to reach the 2030 climate and energy targets by €179 billion. Citizen-led finance in renewable energy development emerges as an innovative tool to bridge this investment gap. However, in spite of the European Union's ambition to involve local communities for co-driving the low-carbon energy transition, there is no comprehensive analysis quantifying citizens' potential to co-finance and participate in community renewable energy initiatives across Europe. We address this knowledge gap through a representative choice experiment survey that collected responses from 16,235 participants to different hypothetical investment options on renewable energy schemes across all European Union Member States, and estimate the social potential of European citizens to participate and invest in community-administered wind farms. Results from a novel survey-based social simulation indicate that €176 billion could be obtained from citizen-led finance in community-administered wind farm developments, enough to halve the investment gap to achieve a 32% renewable energy share in final energy consumption by 2030. Our analysis substantiates the case for facilitating easily accessible, risk-insured community investment options across Europe to unlock citizens' social potential for investing in community renewable energy.

    Building back better? Reviewing scenarios of a decentralised post-war electricity system in Ukraine
    In 1976, Amory Lovins suggested a distinction between hard and soft energy paths, referring to scenarios envisioning a future with varying degrees of (de-)centralisation. Almost half a century later, there are still diverging views as to whether the future of energy is going to be centralised or decentralised. An empirical context in which such competing visions are particularly present is Ukraine. With the current, highly centralised infrastructure severely damaged after the full-scale Russian invasion of Ukraine a variety of stakeholders have published documents outlining scenarios for the country’s future energy system. Reviewing 32 such scenarios allows us to disentangle the technological and organisational dimensions of (de-) centralisation and identify incoherences in how they are addressed in expert documents.

    Citizen preferences for co-investing in renewable energy

    n order to catalyse citizen participation in the energy transition, Baltic Sea Region countries must transpose European legislation on citizen-driven renewable energy into national regulatory frameworks by June 2021. However, legislative efforts will remain impaired without an empirically-validated informational source base addressing the various characteristics shaping citizen participation in renewable energy initiatives. This might be particularly true for some Baltic Sea Region countries, where citizen investment preferences for co-financing community-based forms of renewable energy generation have seldom been explored. This chapter aims to address this information deficit through an analytical examination of survey data obtained from a discrete choice experiment conducted across every Baltic Sea Region country. Through regression analysis, we draw inference on the relative influence that national socio-economic trends, energy cultures and demographic factors have in shaping the participation of citizens as co-investors in community energy developments. Results indicate an elevated interest for co-investing in community energy, with social cohesion on national energy cultures, electricity prices and market shares of existing generators yielding relevant effects on respondents’ willingness to co-invest in community energy across the region. Our results may facilitate an empirically-validated knowledge source base for calibrating more citizen-centric policy mixes that support community-anchored renewables’ innovation diffusion processes.
