Description
Die Arbeit beschäftigt sich mit der Frage, welche Probleme und Defizi-te bei Reformen der US-Bundesverwaltung zwischen 1945 und 2000 aufgetreten sind. Dabei wird zwischen Reformprozessen und der Einführung innovativer Steuerungssysteme unterschieden. Die Untersuchung basiert auf einer Meta-Analyse von ca. 200 empirischen Fallstudien zu Reformen in der US-Bundesverwaltung. Die Probleme und Defizite bei Reformprozessen werden den idealtypischen Phasen Initiation und Entscheidungsfindung, Implementation sowie Ergebnisse und Wirkungen unterteilt. Die Probleme und Defizite bei der Einführung von Steuerungssystemen werden chronologisch dargestellt beginnend mit frühen Ansätzen des "Performance Budgeting" in den 1950er Jahren bis hin zum System des Government Performance and Results Act in den 1990ern. Ergebnis der Untersuchung ist eine sehr umfangreiche Liste von Problemen und Defiziten. Die-se sind zwar nicht ohne Weiteres übertragbar, bieten jedoch Anhaltspunkte für mögliche Probleme und Defizite von Verwaltungsreformen im Allgemeinen.
Verwaltungsreformen und innovative Managementsysteme zwar einerseits hohen Erwartungen ausgesetzt sind, andererseits bestehen jedoch angesichts der festgestellten Ungewissheiten und Grenzen erhebliche Schwierigkeiten, um diesen Erwartungen gerecht zu werden. Ein weiteres Dilemma von Verwaltungsreformen ist, dass dafür Ressourcen notwendig sind, die durch erfolgreiche Versuche der Effizienzsteigerung verringert werden. Des Weiteren wurde nachgewiesen, dass die innovativen Steuerungssysteme insbesondere deswegen oft ineffektiv waren, weil sie die Ressourcenallokation nicht substantiell beeinflussen konnten und insofern nicht anreizwirksam waren. Ein weiteres Paradoxon von Verwaltungsreformen ist, dass sie zwar Probleme lösen (sollen), aber immer auch neue Probleme schaffen. Zahlreiche Ansätze sind gescheitert, weil sie die Veränderungsfähigkeit des politisch-administrativen Systems überforderten. Eine wesentliche, nicht durch diese Untersuchung zu überprüfende Hypothese ist es, dass grundsätzlich jedes dieser Probleme oder Defizite theoretisch auch an einem anderen Ort und zu einer anderen Zeit auftreten kann. Insofern wird angenommen, dass die Probleme und Defizite grundsätzlich und auf einem hohen Abstraktionsniveau verallgemeinerbar sind.
Probleme und Defizite implizieren jedoch Lösungen und Kompensationsmöglichkeiten. Das Kernargument dieser Arbeit ist, dass man mögliche Probleme und Defizite kennen muss, um sie antizipieren, vermeiden und angemessen reagieren zu können.
The study answers the research question: what are problems and deficiencies that have occurred with administrative reforms in the U.S. federal government between 1945 and 2000. Therefore, a distinction is used of reform processes and the introduction of comprehensive management systems. The research is grounded on meta-analytical case survey of approximately 200 empirical case studies of admin-istrative reforms in the federal government. The problems and deficiencies regard-ing processes are divided into sections corresponding with the typical stages of initiation and decision-making, implementation, and results. Those related to management systems are presented in a chronologic order from performance budget-ing in the 1950s to the Government Performance and Results Act in the 1990s. As a result of this study a rather extensive, as well as descriptive, list of empirical prob-lems and deficiencies of administrative reforms is presented. These are not easily transferable to other contexts. However, they allow for a better understanding of problems and deficiencies of administrative change in general.
Administrative reforms and comprehensive management systems are subject to high expectations. Nevertheless, in the face of uncertainties and limits they are confronted with difficulties to meet them. Another dilemma of administrative re-forms is that they require resources they are ultimately supposed to reduce by enhancing efficiency. Furthermore, the study shows that comprehensive management systems prove to be ineffective because of their inability to fundamentally alter resource allocation processes and thus fail to create adequate incentives. Indeed, they overstrain political and administrative actors's capabilities. Another paradox is that reforms produce new problems although they are supposed to solve old ones. An essential hypothesis as a result of this study (but not be tested in it) is that the problems and deficiencies identified may actually occur rather independently of time and space. Insofar it is assumed that, at a certain level of abstraction, they can be generalized.
Problems and deficiencies imply respective solutions and chances for compensa-tion. Thus, the core thesis of this study is that one needs to know about possible problems and deficiencies in order to anticipate or avoid them, or to at least be able to react to them appropriately.
