Abstract
This chapter discusses the discursive construction of consciousness-altering substances and their changing meanings. While cannabis and psychedelics were criminalized for a long time, a rehabilitation is emerging. The differentiation of the previously hegemonic medical-psychiatric discourse plays a central role. The example of psychedelics shows how their former negative medicalization as harmful substances is increasingly being supplemented by a framing as remedies. This represents a discursive narrowing that ignores the diversity of non-problematic uses. In the case of cannabis, too, it can be seen how the existing field of forces between politics, state administration and science leads to the Swiss pilot trials investigating non-medical use predominantly from a medical and prevention-oriented perspective. Parallel to the liberalization efforts, the “market economy” discourse is gaining in importance, in whose neoclassical form only profit-oriented production and trade models are conceivable. This also represents a narrow view that marginalizes the investigation of appropriate, non-commercial or not exclusively commercial economies of consciousness-altering substances.

In diesem Kapitel wird die diskursive Konstruktion bewusstseinsverändernder Substanzen und deren Bedeutungswandel thematisiert. Während Cannabis und Psychedelika lange kriminalisiert wurden, zeichnet sich eine Rehabilitierung ab. Eine zentrale Rolle spielt die Ausdifferenzierung des bislang hegemonialen medizinisch-psychiatrischen Diskurses. Am Beispiel von Psychedelika wird gezeigt, wie deren frühere negative Medikalisierung als gesundheitsgefährdende Substanzen zunehmend durch eine Rahmung als Heilmittel ergänzt wird. Dies stellt eine diskursive Engführung dar, die die Vielfalt unproblematischer Verwendungsweisen ausblendet. Auch bei Cannabis zeigt sich, wie das existierende Kräftefeld von Politik, Verwaltung und Wissenschaft dazu führt, dass die Schweizer Pilotversuche den nicht medizinischen Konsum überwiegend aus medizinischer und präventionsorientierter Perspektive untersuchen. Parallel zu den Liberalisierungsbestrebungen gewinnt der „Marktwirtschafts“-Diskurs an Bedeutung, in dessen neoklassischer Ausprägung nur profitorientierte Produktions- und Handelsmodelle denkbar sind. Auch das stellt eine Engführung dar, die die Untersuchung angemessener, nicht oder nicht ausschließlich kommerzieller Ökonomien bewusstseinsverändernder Substanzen marginalisiert.

Ce chapitre traite de la construction discursive des substances altérant la conscience et de l'évolution de leur signification. Alors que le cannabis et les psychédéliques ont longtemps été criminalisés, une réhabilitation se dessine. La différenciation du discours médico-psychiatrique, jusqu'ici hégémonique, joue un rôle central. L'exemple des psychédéliques montre comment leur ancienne médicalisation négative en tant que substances dangereuses pour la santé est de plus en plus complétée par un encadrement en tant que remède. Il s'agit là d'une restriction discursive qui occulte la diversité des modes d'utilisation non problématiques. Dans le cas du cannabis également, on constate que le champ de forces existant entre la politique, l'administration et la science conduit à ce que les essais pilotes suisses étudient la consommation non médicale principalement dans une perspective médicale et de prévention. Parallèlement aux efforts de libéralisation, le discours de « l'économie de marché » gagne en importance, dans son expression néoclassique, seuls des modèles de production et de commerce orientés vers le profit sont envisageables. Il s'agit là aussi d'une vision étroite qui marginalise l'étude d'économies appropriées, non ou pas exclusivement commerciales, de substances altérant la conscience.
