Abstract
Counter-cyclical fiscal policy has been an important tool used by governments during the past 12 months. The purpose of this paper is to consider the trade- and investment-related implications of such stimulus packages, in particular in the light of some high profile attempts to restrict additional government spending to purchases of domestically-produced goods. Necessarily our assessment is a tentative one, after all the downturn is not over and only a fraction of the outlays appropriated in many stimulus packages have been spent. Still, important preliminary findings concerning the potential for discrimination in the design and implementation of stimulus packages can be discerned and their implications for the design of government procurement provisions in trade agreements is discussed.
