Abstract
International and longitudinal comparisons show that the relationships between political regimes and political participation are anything but clear-cut. The degree of political participation is influenced not only by the design of political institution but by distinct politico-cultural variables. Even in Switzerland political participation differs in different parts of the country and in different Kantons. In plebiscitary direct democracies, participation in elections and referendums is higher than in minority direct democracies. One cannot conclude anything about the quality of democracies from the degree of institutional participation that characterizes them.
