Abstract
Owing to globalization and the associated opening of markets and technological progress, more and more companies and organizations, including former public-sector entities, now operate amid the conflicting forces of a purely market-driven approach and state control. They face the challenge of simultaneously generating private value for their direct customers and owners and public value for the public at large. This has a considerable impact on custome rrelations, as the definition of the traditional customer is split into three functions: The direct user, or the classical end user, frequently pays only a small fraction of the total cost of the product or service received. The process of commissioning and specifying the product or service rests mainly with the generally public-sector entity that purchases it. The general public often finances is through fees and taxes.
