Description
Das Projekt PICTURE ist ein STREP (Specific Targeted Research Project) und wird von der Europäischen Kommission gefördert. Informations- und Kommunikationstechnologien (IKT) bergen grosses Potenzial bei der Reorganisation von Geschäftsprozessen in öffenlichen Verwaltungen. Dennoch zögern Entscheider in kommunalen Verwaltungen häufig, in notwendige IKT zu investieren. Die Hauptursache dafür ist, dass der potenzielle Nutzen solcher Projekte oft unklar ist und deshalb Grossinvestitionen nicht von den politisch Verantwortlichen und der Öffentlichkeit gerechtfertigt werden können. Viele Verwaltungen beschränken sich deshalb auf die Optimierung einzelner Prozesse ohne einer langfristigen und ganzheitlichen IKT-Strategie zu folgen. Ohne eine solche Strategie bleibt allerdings ein Grossteil des Innovations- und Reorganisationspotenzials ungenutzt.

This paper describes a method for pattern-based semantic process analysis including its prototypical implementation. The objective is the identification of weaknesses as well as the analysis of ICT impact with regards to reducing or eliminating these weaknesses. To address actual drawbacks the adoption of e-Government is currently seen as opportunity to improve not only effectiveness and efficiency but also quality of public service delivery. For doing so, knowledge about internal structures and the external environment is indispensable. As transformation projects of public administrations (PA) in comparison with other industries strongly depend on the perception of responsible individuals and affected stakeholders, theories and artefacts are needed that help to depict the organisational reality of the PA. Current industry-independent models do not sufficiently account for the characteristics of PAs, hence it is the aim of this contribution to provide a design-oriented approach in order to assist this transformation. For this purpose a conceptual model with 42 design elements is presented. Two different perspectives are identified for the analysis of the domain. An inter-organisational view defines all elements needed to depict the boundaries and environment of PAs. An intra-organisational view enables analysis of the internal reality of an organisation. As not only technical but mainly inter- and intra-organisational issues are actually restricting the adoption of e-Government, the presented conceptual model therefore provides a holistic framework for the improvement of requirements analysis of transformation projects.Type: conference paper -

Reference modeling offers compositional mechanisms which provide the ability to overcome such challenges by supporting component-oriented procedural structures. This paper describes a methodology for the domain-independent development of components, in the following called reference process building blocks (RPBBs), which can be used for distributed, i.e. asynchronous collaborative, modeling of complex and cross-departmental process structures. Initially, fundamental requirements and the structuring of RPBBs into activities and information objects are discussed. The RPBB generation procedure consisting of identification, evaluation and revision is then applied using the public sector as an example and the resulting RPBB catalogue is presented. Finally, formal and contentual evaluations are described which both confirm the applicability of the identified RPBBs for distributed modeling of complex, collaborative processes as well as the usability of the designed methodology.Type: conference paper
